The first thing to notice is that this puzzle uses semaphore. This is clued by the use of
semaphore flags.

Second, on the right, each group of symbols has twice as many symbols as there are
letters in the corresponding word on the left. You are to gather that each group of
symbols somehow represents each word on the left.

The group on the right is a collection of all the symbols needed to make the word on the
left in semaphore on the city seal. They are sorted and not in the order used to
generate the word, but it does give you frequency information.

However, if you use semaphore to find the symbols now, you'll find that you get the
wrong symbols. The frequency distribution is the same, but the symbols themselves are
different. What you need to do now is arrange your answer strategies around the seal
so that if you will get the same set of symbols when using semaphore on the seal. Then
repeat what was done last step to get:
